Past few decades the Experts of the World, involving on the poverty alleviation, have taken understanding as the theoretical Base.That was the tree factors should he considered to alleviatepoverty. According to this consideration.

  1. I. Welfare approach
  2. II. Income generation approach
  • III. Rural development Approach

Following above three approaches, policymakers of the poverty alleviation programmers of the world recognized organizations introduced this concept throughout the world. After all poor countries followed up these three approaches to be planned and implemented their poverty alleviation programmes. As a result of this,Sri Lanka also has followed up their approaches for the poverty alleviation programmers. Samurdhi development movement created as a poverty alleviation programme, which was to target the low income and low privileged group of the society in srilanka.

            The vision of the samurdhi development movement is “empower and prosperous Sri Lanka” to achieve this ambition should empower these disadvantaged people by way of economically, socially, politically, physically, psychologically, legally and environmentally. For these purposes to be made successful, using above three approaches, there are various kind of sub programmes have been planned and implemented to fulfill of the aim of main programme. There for it could be reduced the poverty by now from 28% up to 5% of “SriLanka” in the prosecution of the implementation of various remarkable programmes by the leadership of the secretary of Kaluthara district secretariat  under the guidance of samurdhi development department.

  1. 2. SamurdhiBank system of Kalutharadistrict .

Under the income generation approach,samurdhi bank system has been created for the target groups whom used to transact and involve with the micro financial activities. A samurdhi bank acts as the two main roles by giving priorities of saving and micro financial loans by using these micro financial loans, the people can create opportunities for the self-employments as the projects of income generation from that way, the target people can uplift their subsistence level,Bygiving up on the dependency of the others.

            There are 56 samurdhi banks in the Kalutharadistrict. The bank activities as follows.

Saving activity

  1. i. Shares: – shares can be taken only for members of the samurdhibank present interest is 5% per year. In the Kalutharadistrict, there are 197,182partners and their investment share valuation is approximately 556 million rupees.
  2. ii. Member deposits : - In addition to shares, each member should open an account for transaction, present interest is 5% per year. There are 194159 Member partners and their saving accounts valuation is approximately 770 million rupees.
  • iii. Child deposits: - Any other child can be opened an account by the guardian. Present interest is 7% per year. There are 60847 child deposits and the value of approximately 137 million rupees.
  1. iv. Diriyamatha deposits: - any other lady can open an account for saving. Present interest is 5% per year. There are 56460diriyamatha deposits and their saving accounts valuation is approximately 155 million rupees.
  2. v. Nonmembers’deposits: - besides members others can open accounts for savings. Present interest 5% per year. There are 38684 nonmember deposits and their saving valuation is approximately195million rupees.
  3. vi. Group deposits :- The members of the SamurdhiBank, can make groups forpromoting their corporation. Generally 5 members can make a group each other group should open an account for their savings present interest is 5%. There are 23037 group deposits and their savings valuation is approximately 442million rupees.
  • vii. Compulsory savings: - Each other Samurdhi recipient contribution automatically for a compulsory savings accounts as follow

Present interest is 6% per year. There are 102297 compulsory saving deposits and value of their savings is approximately 1762 million rupees

  • viii. Sisuraka : - any other children societies of the school can open saving accounts present interest is 7% per year. There are 6500SisurakaChildren savings accounts and value of their savings is approximately7 Million rupees.

03           Loan program

By now following loans are issued of the upliftment of the samurdhi beneficiaries. 

  1. i. Cultivation loan: -This loan is issued for cultivation activities present is 12% per year. There are 264 cultivation loans given and the value of outstanding approximately 10.18million rupees.
  2. ii. Consumption loan: - This loan is issued for their consumer needs. Present interest is 12% per year. There are 8089 loans given and outstanding value is approximately 42 million rupees
  • iii. Livelihood development loan: - This loan is issued for their develop self employment. Present interest is 12% per year. There are 13981 loans given and the outstanding value is approximately 787.83 million rupees.
  1. iv. House Hold Infrastructure Development: - This loan is issued for development of their house hold infrastructure activities present interest is 14%. There are 5175 loans given and outstanding amount is approximately 343.91 million rupees.
  2. v. Emergency Business Loan:- This loan is given for their emergency needs of  business activities present interest is 12% per year.There are 2188 loans given and outstanding amount is approximately 17.60 million rupees.
  3. vi. Fisheries:- This loan is given for samurdhi beneficiaries for development of then Fishery industries. There is1 loan given and outstanding amount is approximately 0.004 million rupees.
  4. 03. Samurdhilivelihood development programme

                         Under the income generation approach, this programme has been implemented for the samurdhi recipients to uplift their livelihood by using their experience and skill, they can start the self-employment for increasing their family income generation. On this matter, there are several development programmes have been created as follow.

  1. SamurdhiArunaluProgramme

This programme has been introduced for the samurdhirecipients whom to be empowered, the selected families should prepare the project reports onconsidering their project experience in the following 04 sectors

  1. I. Agricultural development programme
  2. II. Animal husbandry
  • III. Fisheries
  1. IV. Small scale and entrepreneurship development programme

From this way selected families have to run a project with the help of the institutional facilities.

  1. Samurdhihome garden programme

This project has been implemented for the samurdhi recipients to cultivate their necessary organicvegetable and others.

  1. C. Samurdhiproduction model village.

On the special ability of the samurdhi recipients in the village, can introduce a main production witch are given institutional facilities and chances to get forward up to national levels.

  1. Special projects

This project is implemented for the special purpose.

  1. Infrastructure development programme

          This programme is implemented for the rural infrastructure development.

  1. I. Marketing programme

          This programmeis introduced for development of marketing activities.

Ii.  Holding of marketing exhibitions.

         This programme is implemented for introduction of the productions of samurdhi recipients

Iii.Training progarmme

Training progarmmes are conducted by samurdhi development department.

  1. 04. Social security programme.

Social security programme has been implemented for the special incidences of samurdhi recipients. When occurring the incidents of a birth, a marriage, hospital treatment and funeral of the family of the samurdhibeneficiaries, they are given security from thiese ways. The security is given by as fallow.

  1. 05. Social development programme

Social development programme have been implemented to develop in physically and psychologically of the people with a view to keeping up a well controlled society. According to the above facts and objects, have implemented following programmes.

This programme is a house construction project for homelesssamurdhi recipients. 32 houses had been built up the end of the year in 2017

This programme is implemented for the people to be refrained all type of narcotic.

  • III. Happy family programme and house management

This programme is implemented for the parents keeping their family in happy and peaceful manner and in addition to show the way how to manage the family tasks in proper way.

  1. IV. Family Council programme

This programme is implemented for the people to solve their family problems.

  1. V. Children Societyprogramme

This programme implemented for the children for developing their skills and go to the national level.

  1. VI. Celebrating international days.

This programme is created for celebrating international days

  • VII. Green park programme

Owing to national disasters, green park concept has introduced for the people.
